NOTICE OF PUBLIC COMMENT PERIOD

Building Energy Performance Standards Compliance and Enforcement Guidebook for Compliance Cycle 1

Notice is hereby given that the Department of Energy and Environment (the Department) will make available the draft Building Energy Performance Standards (BEPS) Compliance and Enforcement Guidebook for Compliance Cycle 1 on July 23, 2021.

The draft revised BEPS Compliance and Enforcement Guidebook for Compliance Cycle 1 is a plain text explanation of the laws and regulations implementing the BEPS Program. It is intended to assist building owners in understanding the requirements, compliance methods, and enforcement of the BEPS Program. Beginning July 23, 2021, a person may obtain the BEPS Compliance and Enforcement Guidebook for Compliance Cycle 1 by downloading a copy from the Department’s website at www.doee.dc.gov.

All persons desiring to comment on the draft BEPS Compliance and Enforcement Guidebook for Compliance Cycle 1 should submit comments no later than thirty (30) days after publication of this notice in the D.C. Register. Comments should be clearly marked “Public Comments: BEPS Guidebook” and filed with DOEE, Benchmarking, 1200 First Street, N.E., 5th Floor, Washington, DC 20002, Attention: Building Performance and Enforcement Branch, or e-mailed to info.BEPS@dc.gov. All comments will be treated as public documents and will be made available for public viewing on the Department’s website at www.doee.dc.gov. If a comment is sent by e-mail, the e-mail address will automatically be captured and included as part of the comment that is placed in the public record and made available on the Department’s website.
