Notice of Intent to Issue
General Permits for Water Resources Construction Activities
Pursuant to section 22a-45a, 22a-349a, and 22a-378a (b) of the Connecticut General Statutes, the Commissioner of the Department of Energy & Environmental Protection hereby provides notice of intent to issue the following general permit: General Permit for Water Resources Construction Activities (DEP-IWRD-GP-13). This general permit may be used to authorize minor activities that will have minimal environmental effects, individually and cumulatively, regulated by the Commissioner under section 22a-45a (Inland Wetland & Watercourses), 22a-349a (Stream Channel Encroachment Line) & 22a-378a (a) (Water Diversion) of the General Statutes. The General Permit for Water Resources Construction Activities will replace the following general permits: General Permit for Habitat Conservation (DEP-IWRD-GP-03), General Permit for Lake, Pond and Basin Dredging (DEP-IWRD-GP-04), General Permit for Minor Grading (DEP-IWRD-GP-07), General Permit for Minor Structures (DEP-IWRD-GP-06), and General Permit for the placement of Utilities and Drainage (DEP-IWRD-GP-05). For the purposes of this general permit, authorization under 22a-45a is limited to any proposed regulated activity conducted by any department, agency or instrumentality of the state, except any local or regional board of education.
Pursuant to section 22a-45a, 22a-349a, and 22a-378a (b) of the Connecticut General Statutes, the Department is providing notice of the intent to issue the General Permit for Water Resources Construction and hereby publishes its intent to waive the requirement for public hearing, provided if the Department receives a petition requesting a hearing signed by 25 persons on or before the deadline for receipt of written comments specified at the end of this notice, a hearing will be held. Notice of any hearing will be published in a newspaper having general circulation in each town where the proposed work or any part thereof, is located.

http://www.ct.gov/dep, or may be requested from the Inland Water Resources Division from 8:30 am to 4:30 pm Tuesday through Friday by contacting Carol Ladue at (860) 424-3019, or obtained at the Department of Environmental Protection, Inland Water Resources Division (3rd floor) 79 Elm Street, Hartford, Connecticut. Written comments must be submitted to the Department no later than March 10, 2012.
