Notice of Reissuance
of four General Permits for the
Diversion of Water for Consumptive Use
 

Pursuant to section 22a-378a of the Connecticut General Statutes (CGS), the Commissioner of the Department of Energy and Environmental Protection (“DEEP”) hereby provides notice of the reissuance, with minor modifications, of the General Permit for the Diversion of Water for Consumptive Use: Authorization Required Categories, General Permit for the Diversion of Water for Consumptive Use: Filing Only Categories, General Permit for the Diversion of Water for Consumptive Use: Non-Filing Categories, and General Permit for the Diversion of Water for Consumptive Use: Reauthorization Categories.
 
This general permits authorize certain activities as follows:
 
  1. General Permit for the Diversion of Water for Consumptive Use: Authorization Required Categories will authorize the following activities if they are within the jurisdiction of DEEP subject to certain conditions:
    1. Withdrawal of up to 250,000 gpd – Surface Water / Stratified Drift Aquifer
    2. Withdrawal of up to 250,000 gpd – Bedrock Aquifer
    3. Interconnection and Transfer of Up to 1,000,000gpd
  2. General Permit for the Diversion of Water for Consumptive Use: Filing Only Categories will authorize the following activities if they are within the jurisdiction of DEEP subject to certain conditions:
    1. Back Up Well
    2. Large Tidally-Influenced Rivers
    3. Small Supplemental Bedrock Well
    4. Small Water Supply System
  3. General Permit for the Diversion of Water for Consumptive Use: Non-Filing Categories will authorize the following activities if they are within the jurisdiction of DEEP subject to certain conditions:
    1. Pump and Recharge Geoexchange System
    2. Non-Contact Cooling – Surface Waters
    3. Hydrostatic Testing of Pipes and Tanks
    4. Long Island Sound
  4. General Permit for the Diversion of Water for Consumptive Use: Reauthorization Categories will authorize the following activities if they are within the jurisdiction of DEEP subject to certain conditions:
    1. Withdrawal of up to 250,000 gpd – Surface Water / Stratified Drift Aquifer
    2. Withdrawal of up to 250,000 gpd – Bedrock Aquifer
    3. Interconnection and Transfer of Up to 1,000,000gpd
    4. Back Up Well
    5. Large Tidally-Influenced Rivers
    6. Small Supplemental Bedrock Well
    7. Small Water Supply System
    8. Water Supply System Interconnection
    9. Unregistered Water Supply Systems
    10. Diversion of up to 250,000 gallons per day New Water
    11. Restoration of Lost Capacity
 
The Public Notice of Tentative Determination to renew the general permits was published in seven newspapers statewide on September 16, 2016.  No comments were received during the 30 day comment period.
